  2. Disrupting the production and work order in the exploration and mining areas;
  3. Occupying or looting the mineral products lawfully mined by the mining right holder;
  4. Other acts that interfere with or disrupt the normal conduct of mineral resource exploration and mining activities.

Q: Which department formulates the management system for mineral resource reserves?
A: The state shall establish a management system for the reserves of mineral resources, and the specific measures shall be formulated by The State Council.

Q: What principles should be adhered to in ecological restoration of mining areas?
A: Ecological restoration in mining areas should adhere to the combination of natural restoration and artificial restoration, follow the principles of adapting measures to local conditions, scientific planning, systematic governance and rational utilization, and adopt engineering, technical and biological measures to do a good job in geological environment restoration and governance, landform reshaping, vegetation restoration and land reclamation. Where pollution control in mining areas is involved, relevant laws, regulations and technical standards and other requirements shall be observed.

A: The competent department of natural resources under The State Council, in conjunction with the competent department of ecological environment under The State Council and other relevant departments, formulates technical norms for ecological restoration in mining areas.

A: Where the mining of mineral resources causes ecological damage to the mining area, the mining right holder shall perform the obligation of ecological restoration in accordance with the law. The ecological restoration obligation of a mining right holder is not waived due to the extinction of the mining right.
