Long Term Care Insurance
The long-term care insurance system is a social insurance system designed to provide services or financial support for the basic daily care and closely related medical nursing needs of individuals with disabilities. It is an essential component of China's social security system and a key element in the national strategy of actively addressing population aging.

Covered Population
The long-term care insurance program covers the entire population. Specifically, the insured include:

Employees: Staff currently employed by enterprises, public institutions, government agencies, and social organizations;

Retirees: Individuals who have retired and are receiving pensions;

Flexible Employment Personnel: Individuals without a fixed employer, primarily engaged in part-time or temporary work;

Unemployed Urban and Rural Residents: Including farmers and unemployed urban residents;

Vulnerable Groups: Individuals in extreme hardship, recipients of subsistence allowances (Dibao), and those eligible for poverty prevention and relapse prevention programs;

Individuals under 18 years of age: Enrolled together with their parents or legal guardians, without separate premium contributions.

Eligibility Criteria
To qualify for benefits, individuals must meet the following conditions:

Insurance Status: must be enrolled in basic medical insurance and have paid long-term care insurance premiums;

Disability Status: must have lost the ability to perform daily living activities independently due to old age, illness, or disability, with the condition persisting for more than six months;

Assessment and Certification: must be assessed by a professional institution and classified as severely disabled.

Note: According to current assessment standards, disability is categorized into three levels: mild, moderate, and severe. In the initial phase of the long-term care insurance system, coverage primarily focuses on individuals with severe disabilities.

Development Progress
On March 25, 2026, the General Offices of the Central Committee of the Communist Party of China and the State Council jointly issued the Opinions on Accelerating the Establishment of a Long-Term Care Insurance System. The document clearly stipulates that a long-term care insurance system suited to China’s national conditions should be basically established about three years. That is, by the end of 2028, the long-term care insurance system is expected to achieve nationwide, basic, and comprehensive coverage.
