What are the staged deduction and exemption of corporate social insurance policies in Guangzhou?
A: The policies include exemption, deduction, deferrals, suspensions and refunds.

Q:
Does the policies applicable to all individual businesses in Guangzhou?
A:
There are two bases for individual businesses to apply the staged the deduction and exemption policies on the corporate part of social insurance payments. That is either under employer basis or under individual basis.
According to the policies, individual businesses who has employees and pays their social insurance under employer basis, shall benefit from the exemption of basic pension insurance, unemployment insurance and labour injury insurance during the period from February to December 2020. During which, the corporate part of social medical insurance shall adopt a rate of 3.5%. There is no deduction or exemption on the individual part of social insurance.
Individual businesses who has employees and pays their basic pension insurance under individual basis, while having difficulties to do so, can suspend the basic pension insurance payment voluntarily. Continuity disruption can be avoided if 2021 payments are made accordingly. Any suspended 2020 payments is acceptable as supplement payments before the end of 2021. The social insurance payment base is adjustable within the range of 2021 basement.

Does the policies applicable to the individual part of social insurance?
A:
No, it does not. According to the policies in Guangdong province, the base of the individual part of basic pension insurance in 2020 can be the same as in 2019. It is therefor, relieves the burden as if taking the standard base to pay the individual part of social insurance.

Does the policies applicable to flexibly employed individuals who pays basic pension insurance and basic medical insurance?
A:
Social insurers who makes the payments under individual basis does not subject to these beneficiary policies.
However, flexibly employed individuals who pays basic pension insurance, and has difficulties in paying it, can suspend the payment voluntarily. Continuity disruption can be avoided if 2021 payments are made accordingly. Any suspended 2020 payments is acceptable as supplement payments before the end of 2021. The social insurance payment base is adjustable within the range of 2021 basement.

Does the policies applicable to public sector corporations?
A:
Public sector corporations do not benefit from the deduction and exemption policies.
