Adjustment on Distribution Method for Childbirth Allowance in Shenzhen

Shenzhen Medical Insurance Fund Management Center issued a notice on 28 November 2025, stipulating that from 1 December 2025, Shenzhen employee’s childbirth allowance will be paid directly to the individuals. The detailed information is as follows:  

  1. Content of the policy

    Starting from 1 December 2025, the insured employees can apply for the childbirth allowance themselves within 3 years from the day after childbirth or undergoing family planning surgeries(Childbirth allowance will still be applied by employers for the employees who gave birth or undergone family planning surgeries before  1 December 2025).

  2. Scope of beneficiaries

    Shenzhen employees who have given birth or undergone family planning surgeries and have paid the maternity insurance on time in full amount.

  3. Allowance distribution method

    The  allowance distribution method include one-time payment and monthly payment: If a female employees applies after her maternity leave, the childbirth allowance will be paid in a lump sum; If the application is made during the maternity leave, the first payment will be the allowance from the childbirth or surgery date to the application date,  the remaining part will be paid by month until the full amount is disbursed.

  4. Application method

    (1)
    By Shenzhen social security bureau Website

    Employees can log on Personal Social Security Online Service System (https://sipub.sz.gov.cn/hspms/), click "Online processing", "Maternity insurance", "Maternity allowance payment", click “next” after reading the processing instructions, then fill in the applicant's information, the number of days of prenatal leave, and the bank account information, etc. Once the system matches the data successfully, click "Confirm", the system will then jump to the confirmation interface. After checking the information, click "Submit for review" to complete the process. The social security bureau will send a message and inform the applicant of the review result( The childbirth allowance will be paid within 10 working days).

    Onsite application

    Employees can go to the nearest social insurance bureau for the application, the required documents are as follows:

    a. Valid ID card / Medical Insurance Electronic Certificate / Social Security Card (choose one among the three);
    b. Medical record (outpatient) / Discharge record (inpatient)

  5. Tips

    (1)
    Childbirth allowance and salary can’t be enjoyed at the same time

    Employees who have been paid childbirth allowance will be regarded as they have been paid corresponding amount of salary. If the childbirth allowance is lower than the employee’s salary, the balance shall be paid by the employer.

    (2)
    No childbirth allowance for “Award Leave”

    According to “Guangdong Maternity Insurance Regulations”, the childbirth allowance for the days of maternity leave is as follows: normal delivery 98 days; Cesarean delivery will be granted an additional 30 days; If employees have multiple babies, an additional 15 days will be granted for each extra baby. Therefore, the “Award Leave” that employees enjoyed according to “ Guangdong Population and Family Planning Regulations”(Extra 80 days of maternity leave for female, 15 days of paternity leave for male) won’t be paid with childbirth allowance. However, employers shall pay salary to their employees for “Award Leave”, which won’t affect employee’s benefit and attendance bonus.

    Payment for social insurance and housing provident fund

    Employers shall pay social insurance and housing provident fund for their employees during the maternity leave. Employers can discuss with the employees about the deduction method for individual’s part in advance.
