Singapore Is Opening Its Border In April 2022

In the past few months, Singapore has now become the one of the lowest mortality rates in the world for the cause of the COVID-19 pandemic. With many countries/regions having passed the peak of their Omicron wave and our local COVID-19 situation stabilizing, the Singapore Government has announced to simplify the relevant arrangements for epidemic prevention will be adjusted with effect from 29 March 2022. The changes include:-

  1. Wearing masks outdoors will be optional and 1m safe distancing required between groups where mask are off, to minimize transmission in mask-off settings.
  2. But indoors, masks will still be mandatory.
  3. Maximum group size to double from 5 to 10 people.
  4. Up to 75% of employees who can work from home can return to their workplaces.
  5. Capacity limit for larger events and settings(those with more than 1,000 people) will be increased to 75%.

In addition, the Singapore Government's Interdepartmental Working Group on Protest also announced the introduction of a further streamlined border measure for vaccinators. The measures will replace the Vaccinator Travel Link (VTL) scheme, which has been in place for more than six months. Within the framework of the new travel arrangements, Singapore will implement border control measures based on the vaccination status of travelers. Fully vaccinated travelers will not be required to apply for an Airline Permit (ATP) or Vaccine Terminator Pass (VTP) to enter Singapore in isolation on any flight or cruise.

Singapore will introduce a travel framework for vaccination for all travelers, including short-term visitors (STV). The scheme will be implemented from 23.59 hours on 31 March 2022.

The scheme will classify all countries/regions either under the General Travel or the Restricted Category and accord border measures by individual travelers’ vaccination status. All countries/regions will come under the General Travel Category to begin with. There are no countries/regions in the Restricted Category currently.

Border Arrangements

Introduction of a simplified travel framework for vaccinated persons

Air and sea passengers who are fully vaccinated do not need to be retested and isolated upon entry

All fully vaccinated passengers are free to enter and exit the land control card in Singapore and Malaysia without quarantine or testing.



  1. General travel Category Border measures

    For travelers arriving from countries/territories in the General Travel Category via air or sea checkpoints, the border measures are as follows.

    (1)
    All fully vaccinated travelers and children aged 12 years and below who are not fully vaccinated may be allowed to enter Singapore. They do not need to apply for entry clearance or travel by designated VTL transport.
    They will undergo pre-departure testing within 2 days prior to departure for Singapore, but will no longer be required to serve an autonomous notification or undergo rapid unsupervised antigen testing upon arrival in Singapore. Further adjustments to the programme will be made in response to changes in the local and global epidemic of new vaccines.

    (2)
    Long-term visa holders and student visa holders aged 13 and above who are not fully vaccinated will not be allowed to enter Singapore for the time being, with the following exceptions.
    (i) Long-term visa holders are medically exempted from vaccination;
    (ii) Long-term visa holders aged between 13 and 17 years, subject to appropriate measures being taken
    (iii) Long-term visa holders and student visa holders with other valid entry approvals (or on humanitarian grounds). They must undergo a Pre-Departure Test (PDT/Pre-Departure Test) within 2 days prior to departure for Singapore and undergo a 7-day self-contained quarantine upon arrival, and are required to undergo a nucleic acid test on the day the self-contained quarantine period ends.

    To facilitate Singapore citizens, permanent residents, work pass holders and other long-term visa holders who may have difficulty in obtaining an approved and valid departure test within 2 days prior to their return to Singapore, Singapore has introduced a remotely supervised ART service by a Singapore-approved licensed provider to arrange for such travelers arriving from selected countries/regions.

    Singapore's Remote Supervision conducts rapid viral antigen testing. Please refer to https://go.gov.sg/remote-art-overseas-sg for a list of approved remote supervised rapid viral antigen testing service providers and the travelers and countries/territories to which this service is applicable.

    Singapore is also working towards the full resumption of land travel with Malaysia for fully vaccinated persons and details of the exact border measures for all fully vaccinated travelers entering Singapore through the land border will be jointly announced with the Malaysia.

  2. Restricted Category Measures

    In the event of the emergence of new variants with potentially significant public health risks, we may reclassify heavily affected countries/regions into the restricted category through stringent border measures, such as the need to obtain STV entry approval for entry into Singapore. This is to enable us to limit the risk of importing new and potentially dangerous variants and to buy time for experts to better understand the characteristics of these variants and develop appropriate public health advice.

    International travelers can visit the SafeTravel website directly to obtain more information on the latest border measures so that they can properly comply with the latest border measures in place when entering Singapore and can enter Singapore without any problems.

    Notes.
    (1)
    Entry arrangements into Singapore by land under the General Travel Category for fully vaccinated persons will be announced separately.
    (2)
    if the traveler’s 7-day travel record includes a restricted category country/region, he/she will be classified as subject to "restricted category border measures" regardless of his/her vaccination status.
    (3)
    a charge of US$1,015 for 7 days of autonomous isolation in a facility dedicated to autonomous isolation.
    (4)
    that towards the end of the autonomous isolation, the traveler will be informed by the relevant authorities of the appointment for the nucleic acid test.

  3. update of the charging policy for vaccinated travelers

    Singapore citizens, residents and long term visa holders who develop symptoms or test positive for New Coronavirus within 14 days of their return to Singapore will be required to pay for medical treatment at hospitals and specialized New Coronavirus treatment and rehabilitation facilities. With the introduction of the Vaccination Travel Framework, the charging policy for travelers will be further simplified on the Singapore side as follows.

    (1)
    for Singapore citizens, residents and long term visa holders who are subject to the general travel category border measures, even if they develop symptoms or test positive for COVID-19 within 14 days of their return to Singapore, the rates for their treatment will remain the same as the current charging policy for new confirmed cases of neo-coronavirus in the local community (i.e. non-travelers); travelers who are not fully vaccinated will still be charged according to their unvaccinated individuals infected with New Coronavirus will be charged in accordance with the charging policy for unvaccinated individuals in the community.
    (2)
    Singapore citizens, residents and long-term visa holders who are subject to restricted category border measures and who develop symptoms or test positive for COVID-19 within 7 days of their return to Singapore will be required to attend hospitals and specialized New Coronavirus treatment and rehabilitation facilities for information and payment of associated medical expenses, regardless of their vaccination status.

    The relevant entry, isolation and treatment measures apply to all newly enrolled students with immediate effect. Patients who are required to pay for medical treatment can continue to use their regular medical insurance to pay the bill for treatment. There is no change to the fee policy for Short Term Pass holders, who will still be required to pay for any new coronavirus treatment services incurred during their stay in Singapore.

  4. Immunization arrangements for travellers before departure, during entry and during their stay(Effective from 1 April 2022 for the fully vaccinated traveler):-

    The insurance plan should provide at least S$30,000 worth of coverage for COVID-19-related hospitalization and medical expenses. Visitors are responsible for their own medical bills related to COVID-19 while in Singapore.

    Submit Singapore Arrival Card

    Submissions of Arrival Card including health, travel history, and accommodation declarations should be done no earlier than 3 days before the arrival date. It can be submitted through Visit Singapore Travel Guide or SG Arrival Card (SGAC) e-Service.

    Take COVID-19 test within 2 calendar days before departure

    Travelers aged 2 and above should take a pre-departure COVID-19 test. They are required to present a certificate for a negative PCR test* or a negative test result memo^ for a professionally-administered ART at departure.

    PCR tests may be taken at a recognized laboratory, clinic, or medical facility designated by the government of a counterpart country/region.

    The negative test result memo should be in English and contain the date of the test, the travelers’ name, and date of birth or passport number.

    Take COVID-19 test within 2 calendar days before departure

    Travelers aged 2 and above should take a pre-departure COVID-19 test. They are required to present a certificate for a negative PCR test* or a negative test result memo^ for a professionally-administered ART at departure.

    Upon Arrival in Singapore

    Prepare for immigration clearance

    On arrival, the visitor must present to the immigration officer:

          Valid Air Travel Pass approval letter (electronic or physical copy) for the specified period of entry into Singapore

          Valid visa (if applicable)

          Electronic or physical copy of your travel insurance policy

          Mobile device with the TraceTogether app downloaded and their profile registered on the app

    Please note that SIM card purchase (if needed), mobile phone rental, or purchase of SGD should be done in the airport transit area prior to clearing immigration

    Undergo COVID-19 ART test

    Visitors1 are required to undergo a supervised COVID-19 ART2 within 24 hours of arrival in Singapore at one of the Quick Test Centres (QTC) or Combined Test Centres (CTC) conveniently located across the island and within selected hotels.

    Visitors who are fully vaccinated and recently recovered (within 90 days of their last infection) may be exempted from all testing and Stay Home Notice (SHN) requirements if they are able to provide documentary proof. Visitors may check if the exemption applies to them here.

    Children aged two and below in this calendar year (i.e. child who has turned two this year) do not require on-arrival test.


    When in Singapore

    Always remember to:

    1.Wear mask in public areas except when dining or exercising

    2.Keep TraceTogether app running

    3.Gather in groups of up to 5

    4.Dine-in allowed in groups of up to 5*

    Safety measures for events, attractions, and cruises:

    1.Attractions and cruises

    50% operating capacity for groups of up to 2 fully vaccinated persons are allowed; provision for children 12 years and below applies.

    2.Tours

    Up to 50 people for conveyance tours (e.g., Duck Tours etc.) and up to 20 people for non-conveyance tours (e.g., walking, cycling, kayaking tours)

    Should you feel unwell or test positive for COVID-19

    The Singapore Ministry of Health (MOH) has issued a set of protocols that you should follow if you are feeling unwell, displaying COVID-19 symptoms or test positive while visiting Singapore
