Q: What is betting duty?
A: Betting duty is a tax charged on betting conductors from their proceeds of lotteries and net stake receipts from authorized betting on horse races and football matches conducted by them.

What is included in betting duty?
A:
Betting conductors are required to pay betting duty on the following activities:
the net stake receipts derived from the conduct of authorized betting on horse races;
contributions or subscriptions to authorized cash-sweeps;
the proceeds on lotteries; and
the net stake receipts derived from the conduct of authorized betting on football matches.

Q:
What is the rate of betting duty?
A:
Betting on horse races: Varies from 72.5% to 75% on the net stake receipts from local bets on local horse races; 72.5% on the net stake receipts from local bets on non-local horse races.
Cash-sweeps: 30% on the amount paid, contributed or subscribed.
Lotteries: 25% on the amount of proceeds.
Betting on football matches: 50% on the net stake receipts.

Q:
Is there any exemption from betting duty?
A:
Yes, winners of cash prizes from lucky draws are not required to pay betting duty. The Inland Revenue Department will not issue bills or receipts on betting duty to them.

What is the penalty of evasion of betting duty?
A:
A person who evades, or assists another person to evade, a betting duty that is payable, an offence is liable:-
on summary conviction, to a fine at HK$10,000, an additional fine of treble the amount of the duty that has not been paid or underpaid and imprisonment for 6 months; or
on indictment, to a fine at HK$50,000, an additional fine of treble the amount of the duty that has not been paid or underpaid and imprisonment for 3 years.
