In order to promote the development of the Shenzhen Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone (hereinafter referred to as Hetao Shenzhen Park), the Government of Guangdong Province released a decision (Yue Fu [2025] No. 22) on its official website on 10 April 2025, announcing the delegation of eight provincial-level administrative duties to Shenzhen, which shall only be implemented in the Hetao Shenzhen Park.

The eight provincial-level administrative duties entrusted by the Government of Guangdong Province are as follows:

1. Approval for the purchase and use of anesthetics, psychotropic drug preparations, standard and reference materials for teaching and research purposes, to be exercised by Shenzhen Administration for Market Regulation.
2. Filing for internet information services for drugs and medical devices, to be exercised by Shenzhen Administration for Market Regulation.
3. Issuance of export sales certificates for Class II and Class III medical devices, to be exercised by Shenzhen Administration for Market Regulation.
4. Issuance of export sales certificate for drugs, to be exercised by Shenzhen Administration for Market Regulation.
5. Filing for patent attorney practices, to be exercised by Shenzhen Administration for Market Regulation.
6. Filing for branches of patent agencies, to be exercised by Shenzhen Administration for Market Regulation.
7. License for auction business, to be exercised by Shenzhen Commerce Bureau.
8. Professional qualification certification for registered architects (for change of registration and deregistration of Class 1 registered architects only), to be exercised by Shenzhen Housing and Construction Bureau.
