In order to establish a dynamic growth mechanism for the financing of urban and rural residents' medical insurance, and ensure the sustainable and healthy development of the medical insurance system for urban and rural residents, we hereby adjust the financing standards and relevant policies of urban and rural residents' basic medical insurance in 2021 as follows:

1.	In 2021, the financing standard of medical insurance for urban and rural residents will be adjusted as follows: the average financing standard for the elderly will be increased from 4480 CNY to 4600 CNY, of which the individual payment will be increased from 300 CNY to 340 CNY, and the financial subsidy will be increased from 4180 CNY to 4260 CNY; the average financing standard for students and children will be increased from 1910 CNY to 1970 CNY, among which the individual payment will be increased from 300 CNY to 325 CNY, and the financial subsidy will be increased from 1610 CNY to 1645 CNY; the per capita financing standard of residents within working age will be adjusted from 2670 CNY to 2790 CNY, of which the individual payment increased from 520 CNY to 580 CNY, and the financial subsidy increased from 2150 CNY to 2210 CNY.
2.	In 2021, 50% of the newly increased financial subsidies for basic medical insurance for urban and rural residents will be borne by the city and the district respectively. For the urban and rural elderly,  the municipal and district financial subsidies are 1900 CNY / year and 2360 CNY / year respectively; for students and children,  the municipal and district financial subsidies are 592 CNY / year and 1053 CNY / year respectively; for residents within working age, the municipal and district financial subsidies are 875 CNY / year and 1335 CNY / year respectively.
3.	From January 1, 2021, the maximum payment limit of outpatient and emergency medical expenses of urban and rural residents in one medical insurance year will be increased from 4000 CNY to 4500 CNY.
4	In 2020, the minimum payment standard of serious illness insurance for urban and rural residents is 30,404 CNY. This notice covers all insured persons of basic medical insurance for urban and rural residents in Beijing. In 2020, if urban and rural residents fail to handle the insurance payment on time due to epidemic prevention and control, the policy of supplementary payment for epidemic situation will not be continued after the centralized insurance period begins in 2021.
