Q: How can a newly established company register as an NHI insured unit?
A: A newly established company should submit the following documents to register as an NHI insured unit:
  1. NHI Insured Unit Establishment Application Form (Form A)
  2. Insured Person Enrollment Application Form (Form D)
  3. A photocopy of both sides of the responsible person’s ID card
  4. Approval letter for company establishment (registration form)
  5. A photocopy of the Business Registration Certificate
  6. The company and responsible person’s stamp
  7. A photocopy of the Notification of Unified Business Number Assignment (If unavailable, this document may be omitted, but the applicant should indicate “Not yet applied for” on the NHI-Insured Unit Establishment Application Form)

Q: Can a company establish an NHI insured unit during the preparatory stage?
A: Yes. When applying, please submit the following documents:
  1. A photocopy of the permit or registration certificate issued by the competent authority for the relevant industry.
  2. A photocopy of the responsible person's identification document.
  3. The NHI-Insured Unit Establishment Application Form.
  4. The enrollment application forms for the responsible person and employees.

Q: Must a company's responsible person enroll in NHI through their own company?
A: The NHI enrollment of a company's responsible person is handled as follows:
  1. Already enrolled through another employer: If the responsible person is enrolled through another unit as a full-time employee, the company may temporarily defer establishing an NHI insured unit if it has not yet hired any employees. When the company later establishes an NHI insured unit, the responsible person may continue to be enrolled through the original unit by submitting proof of NHI enrollment and indicating the unit through which they are enrolled.
  2. Not enrolled through another unit: The company must establish an NHI insured unit and enroll the responsible person in NHI.
  3. Mandatory enrollment: NHI enrollment is mandatory for the responsible person. They may not be enrolled through multiple units or arbitrarily enrolled through a labor union, local district office, or as a dependent.

Q: Can an NHI insured unit be established online?
A: Yes. To apply online, visit the NHI Administration website and go to Online Services > NHI Enrollment Services to apply for establishment of an NHI-insured unit. You may also use this service to enroll the unit's insured persons in NHI for the first time.

Q: Can an NHI insured unit be established when applying for company registration?
A: Yes. When applying online for company or business registration through the One-Stop Online Application Portal for Company and Business Registration, applicants may also establish an NHI-insured unit and complete the initial enrollment of employees. However, this online service is unavailable for companies that have not yet hired any employees. The Ministry of Economic Affairs will directly transmit the approved registration information to the NHI Administration, so applicants do not need to submit photocopies of supporting documents.
