What is Taiwan’s individualized professional assessment mechanism for disability annuity benefits?
A:
The individualized professional assessment of disability annuity benefits is based on the degree of physical injury of the insured. It first calculates the percentage of total damage to each injured part of the body, and then considers the insured's future work earning capacity, occupation and age after the insured is diagnosed with disability. and other factors to comprehensively assess the percentage of overall work ability impairment.

Q:
When will Taiwan’s individualized professional evaluation mechanism be implemented? If I have already received a pension for the same disability condition before the implementation, can I change my annuity payment through the assessment mechanism?
A:
The implementation date of the individualized professional evaluation mechanism is August 13, 2013.
Those who have applied for disability benefits before August 12, 2013 and have it verified and credited by the Bureau of Labor Insurance cannot change their annuity benefits because the law does not apply retroactively. However, if the application has not been approved by the Labor Insurance Bureau, in order to protect the insured’s rights to receive annuity benefits, a written application for change may be made to the Labor Insurance Bureau.

Does claiming Taiwan’s “Disability Annuity Benefit” require an individualized professional assessment?
A:
Not necessarily.
If the degree of disability falls within the "lifelong inability to work" disability items (a total of 20 items) in the disability benefit standard schedule, there is no need to conduct an assessment, and you can still claim disability annuity benefits in accordance with the original regulations. For the remaining persons who are unable to return to work after becoming disabled and whose overall disability level falls within grades 1 to 7, if they want to apply for a disability annuity, they need to undergo individualized professional assessment.

After undergoing individualized professional assessment in Taiwan, can I definitely receive an annuity on a monthly basis?
A: Not necessarily.
After individualized professional assessment, the following three requirements must be met at the same time before you can receive annuity benefits. Otherwise, the disability benefits requested by the insured will be paid as a lump sum:
  1. The overall degree of disability reaches levels 1 to 7 of the disability payment standards.
  2. The overall working ability has been reduced by more than 70% according to individualized professional assessment.
  3. Unable to return to work due to disability.

Q:
How long does it take to conduct an individualized professional assessment in Taiwan? When does the annuity start to be paid?
A: Before conducting individualized professional assessment, the Bureau of Labor Insurance needs to collect medical records, test reports, occupational work content, disability diagnosis documents and other information before sending it to a professional hospital for assessment. Since some information needs to be provided by other agencies, the relevant work will take approximately About 2 months. After the hospital responds to the bureau with the evaluation results, those who meet the annuity requirements will be paid on a monthly basis starting from the month of application, regardless of the review time.
