Taiwan’s New Labor Rights Seminar Regulations
Taiwan’s legislative authorities have introduced Article 387-1 of the Company Act and Article 9-1 of the Business Registration Act, requiring all companies and business entities in Taiwan to designate a director or internal company personnel to attend labor rights seminars after establishment. This new requirement took effect on June 26, 2026.
The new legislation requires companies to attend labor rights seminars after completing their company registration. The purpose is to help businesses establish a proper understanding of employer-employee relations at the early stages of their operations. The seminar may be attended by the company’s responsible person or HR personnel, thereby reducing risks and labor disputes arising from unfamiliarity with applicable regulations. Companies will fulfill the legal requirement upon completing one course. However, as labor laws and regulations continue to evolve, companies are encouraged to pursue ongoing training. In addition to enhancing their corporate image, continuous learning can help foster sound labor-management relations and support sustainable business operations.
Following the implementation of the new regulations, the first phase will primarily focus on online courses. Recognized courses include all courses offered through the Ministry of Labor’s “Labor e-Learning” platform, as well as courses available in the “Enterprise Labor Rights” section of the “SME and Startup Online University” operated by the Small and Medium Enterprise and Startup Administration, Ministry of Economic Affairs. The designated section will continue to expand its online and in-person course offerings, making it more convenient for businesses to fulfill the labor rights seminar requirement.
After a newly established company completes the required course, the course provider will proactively submit the list of completed companies to the Taiwan Department of Commerce for recordation. Companies are not required to submit a separated application. Once the record has been updated, information regarding the company’s completion of the labor rights seminar will be available under the “Basic Information” section when the company’s profile is searched on the public company information inquiry website.
