Question

Singapore CorpPass Registration

Answer

Q: What is CorpPass?

A: CorpPass, short for Singapore Corporate Access is a one-stop authentication and authorisation service, for corporate users to transact with government agencies online on behalf of their organisation such as transacting with Inland Revenue Authority (“IRAS”), Ministry of Manpower (“MOM”) and Central Provident Fund Board (“CPF”). CorpPass is the only login method for online corporate transactions with more than 200 government digital services from 1 September 2018.

Q:
What is the purpose of implementing CorpPass?

A:
CorpPass’s single corporate digital identity structure enhances the level of convenience for users, especially those who conduct transactions with multiple government agencies because they will not need to handle multiple login identities anymore. This allows businesses to have a greater level of control as well since they will be able to grant access and manage the employees’ access to these digital government services.

Q:
Who is eligible for CorpPass?

A:
Authorised individuals from the following types of entities are eligible for CorpPass:-

  • Singapore registered entities that has been issued a Unique Entity Number (“UEN”) by UEN-issuance agencies; and
  • Foreign entities not registered in Singapore which need to transact with the government.

Q:
What are the type of CorpPass roles and accounts?

A:
CorpPass has five types of roles that entities can choose from:

  • Registered Officer

    The person(s) whose name is officially registered with Accounting and Corporate Regulatory Authority of Singapore (“ACRA”) such as Director and Secretary. Only the Registered Officer can appoint and approve the CorpPass Administrators;

  • CorpPass Administrator(s)

    A person authorised to create CorpPass accounts and manage access to digital services for the entity. Each entity can only have a maximum of two (2) Administrators;

  • CorpPass Sub-Administrator(s)

    A person authorised by CorpPass Administrator to help manage CorpPass accounts and digital service access on behalf of the entity. A Sub-Administrator has full management rights to CorpPass user’s digital service access, unless restricted by the Administrator;

  • CorpPass Enquiry User(s)

    The Enquiry User is an account created by the entity’s CorpPass Administrators or CorpPass Sub-Administrator. The Enquiry User Account may be used to transact with government digital services, and to view details of the entity’s CorpPass setup.

  • CorpPass User

    A person who is assigned by the CorpPass administrator to transact with Government agencies on behalf of the entity. Each user will have a unique CorpPass ID. There is currently no restriction on the number of users that each entity can have.

Q:
If I am a foreign director of a Singapore Company, can I register for a CorpPass account on behalf of the company on my own?

A:
Unfortunately, it is not possible. Currently, only the local Registered Officer(s) or appointed persons who hold a SingPass account can register for a CorpPass account on behalf of the entity and appointed as a CorpPass Administrator. You may engage the local director or secretary to register a CorpPass account on behalf of the entity.

However, the CorpPass Administrator can create a CorpPass User account for the foreign director who does not hold a SingPass account for them to transact with Government agencies on behalf of the entity.
