In response to the new trend of normalization of the prevention and control of the COVID-19 epidemic, a series of policies to stabilize employment and support small and medium-sized enterprises have been implemented. One of the policies is to issue “subsidy to support enterprises and stabilize jobs” to small and medium-sized enterprises in key industries, with a maximum standard of RMB4,540 per person. This article answers questions about how to apply for the subsidy in the form of Q&A for clients’ reference.

What is the subsidy to support enterprises and stabilize jobs?
A: Subsidy for stabilizing jobs of enterprises include subsidy for stabilizing jobs with training and temporary post subsidy.

Q:
Which companies are eligible to enjoy subsidy policy?
A:
Enterprises meet the following conditions and have been verified by the governments of various districts in Beijing:

  • Small and medium-sized enterprises attending social insurance program in key industries that meet the functional positioning of Beijing, such as technological innovation, urban operation guarantee, and life service industries.

  • In addition, due to the impact of epidemic, the production and operating income from February to April 2020 decreased by 80% or above (inclusive).

After May 6, the list of qualified and certified enterprises will be published on the website of Human Resources and Social Security Bureau in four batches. Enterprises in the list can apply for the aforesaid two items of subsidy simultaneously.

What are the standards of training subsidy?
A:
From May 6 to July 31, for each employee participating in unemployment insurance, if the cumulative training duration of the employee is not less than 20 lessons, subsidy for training and post stabilization of RMB500 will be issued to the employing enterprise. On this basis, for each additional 20 lessons, the amount of subsidy will increase by RMB500 and the maximum training subsidy is not more than RMB3,000.

When can our company apply for the training subsidy?
A:
On May 6, after the list of certified enterprises is confirmed, eligible enterprises can immediately arrange training, and the training shall end by July 31. The subsidy application must be submitted before August 31.

Q:
Who can enjoy the policy of training subsidy?
A:
Employees and labour dispatch personnel who have established labour relations with enterprises and paid social insurance. The training of labour dispatch personnel shall be based on the principle of “who trains and who applies”, and the actual employers or dispatch enterprises shall apply for and enjoy the subsidy. When applying for subsidy, employees participating in training must still be employed by the enterprise.

How to apply for training subsidy?
A:
After the training is completed, the company could apply with the Municipal Human Resources and Social Security Bureau for the subsidy directly or engage Kaizen to handle for you.

When can our company apply for temporary post subsidy?
A:
From May 6 to August 31, 2020.
