Which documents need to apply for additional certificate?
A:
When Chinese citizens want to study, work or live abroad, or apply for a visa to go abroad in China, they usually need to use foreign notarized certificates issued by certain domestic notary offices, which may require additional certificates before being sent to the States parties to the Convention for use; Due to the needs of overseas economic and trade activities, enterprises often need to apply to the Council for the Promotion of International Trade for certificates of origin, invoices, packing lists, etc., or apply to the entry-exit inspection and quarantine authorities for certificates of origin, animal and plant export quarantine certificates, etc. Additional certificates may be required before the above-mentioned documents are sent to the States parties to the Convention for use.

What kind of documents cannot be applied for additional certificates?
A:
Additional certificates cannot be issued for documents sent for use by States not parties to the Convention. In addition, the issuing authority shall not handle the application for additional certificates under any of the following circumstances:
  1. The seal or signature of the document is not authentic;
  2. The seal or signature of the document has not been filed, or does not match the filing;
  3. The seal, signature, binding, and time limit of the document do not comply with the regulations and requirements of the issuing and using authority;
  4. May harm China's national interests and social public interests;
  5. Other circumstances that the issuing authority of the additional certificate considers should not be handled.

Must an additional certificate be applied to foreign-related notarization certificates?
Q:
In general, foreign-related notarized certificates issued within China should be sent to the contracting countries of the Convention for use, they should be processed in accordance with the relevant requirements if the relevant national language institutions require additional certificates.

Q:
How to apply an additional certificate for sending documents from mainland China to foreign countries for use?
Q: If a foreign notarization or other certifying document issued by the Mainland of China is to be sent to a State party to the Convention for use, an application for an additional certificate shall be made to the Department of Consular Affairs of the Ministry of Foreign Affairs or the local foreign Affairs office entrusted by the Ministry of Foreign Affairs.

Which documents require additional certificates to be applied at the Ministry of Foreign Affairs?
A: The Ministry of Foreign Affairs may issue additional certificates for public documents issued throughout the country. But in general, documents sent to States parties to the Convention for use outside the scope of additional certificates issued by local foreign offices are handled by the Consular Department of the Ministry of Foreign Affairs.
